Yes, it is a good time to start playing! FFXIV launched its third expansion in Summer 2019 to critical acclaim, and is set to launch its fourth in November 2021 (which will finish the current story arc and start a new one). Class balance is fantastic right now. The player base is growing and active, even more so now that there has been a dramatic influx of new players. There is regular content every few months (main patches with smaller updates between) and just an absurd amount of content to do. You will need to progress through the game to the level cap to get to endgame but it can be done relatively quickly.
